Mr. Horn represents financial institutions in both regulatory, corporate governance and litigation matters and is co-chair of the firm’s Subprime Mortgage Team. He currently serves as Chairman of the Board of the Federal Home Loan Bank of New York, and also serves as Chair of its Audit Committee.
Prior to joining the firm, he served as a member of the New Jersey State Assembly and was a member of the Assembly Banking Committee from 1972 to 1974. Mr. Horn served as the Commissioner of Banking for the State of New Jersey from 1982 to 1984. As Commissioner, he supervised approximately 340 financial institutions, including state chartered banks, savings banks, savings and loan associations and credit unions. In 1984, he was appointed as New Jersey State Treasurer and oversaw the collection of state taxes, budgeting and the spending of all state funds.
While in state government, Mr. Horn served for four years on the Executive Commission on Ethical Standards as both its Vice Chairman and Chairman. He also was appointed as a State Advisory Member of Federal Financial Institutions Examination Council and was a member of the Municipal Securities Rulemaking Board, a federal self-regulatory agency that regulates the sale of municipal securities.
In August 1985, Mr. Horn was awarded the National Governors Association’s “Outstanding Service to State Government Award” - one of only five in the nation so honored - for his service as New Jersey Commissioner of Banking and as New Jersey State Treasurer.
Mr. Horn has represented a number of financial institutions in litigation matters involving securities, corporate governance, regulatory issues and internal investigations. He is a frequent speaker at bank regulatory conferences and seminars, including the 2003 and 2004 Bank Directors’ College on Corporate Governance, sponsored by the FDIC and New Jersey Department of Banking and Insurance. He is currently counsel to the New Jersey League of Community Bankers and is a member of the New Jersey Bankers Association Bank Lawyer Council.
Mr. Horn was recognized as a New Jersey Super Lawyer for 2006-2008 editions and is listed in the 2007 and 2008 issues of The Best Lawyers in America.
